    1.JUDGING SYSTEM

    GENERAL GUIDE-LINES

As all International Sport Federations recognized by International Olympic Committee WFF-International organizes annual Official Championships:
    · World Amateur Championship
    · Continent Amateur Championship.
WFF-International organizes “Fit-Kidâ€, Model Fitness†and Aerobic Fitness†World and Continent Championships.
The Championships consist of two parts: Semi-Finals (no audience) and Finals (Show).

    CONTEST RULES

    Head Judge
The head Judge shall be qualified, experienced and able to conduct the competition and supervise the judging panel. The head judge will handle the communications between the judging panel and the competitors. The head judge will normally not vote unless there is an insufficient number of judges present.

    Scoring Judges
The judging panel will consist of an odd number of judges with no less than five. Each must be qualified within his/her organization and must be screened by the WFF-International Judging Committee. Scoring sheets will then be scrutinized for competency and further judging assignments will be based on proficiency.

    Scoring
The scoring procedure used will be of the placement system. The format is judging by selection – as opposed to a points marking system.
Competitors of each Category will be scored and placed by each Judge according to the judging criteria specified for each Category of Competition. Judging results are transferred to a “master sheet†to determine each competitor’s final placing. This is achieved by adding up the place votes of each competitor and recording the total.
Where five or seven judges are used, one high and one low score shall be dropped. When using a panel of nine judges, the two highest and two lowest scores shall be excluded in computing each competitor’s final placing. Ties will be broken by the lowest placing system not most first votes. This deduction is necessary to guard or eliminate judging bias and bad judging. After deduction the competitor with the lowest collective total will be declared the winner. If two or more athletes have the same number of firsts the judges chairman shall have the casting vote. If judges consider an athlete does not meet the required standard they have the right to eliminate the athlete from the contest.
The number of finalists in each category shall be recorded on a judges list of competitors. Three finalists of each Category is normally recommended. In Categories with a large entry this may be extended to six Finalists.
The use of bronzers, tanning lotions and crème, gels, posing oils or other high-lighting products is acceptable for both prejudging (Semi-Finals) and evening performance (Finals).
The competitor will perform the routine to her own music which must be on a CD.
A good quality CD should be used and the music should be at the beginning of the CD. It is to the athletes advantage to select the music piece which can dramatically enhance the free posing presentation. Words or lyrics on the CD must not contain profanity or be offensive.

    DRUG TESTING

    Requirements and procedures
WFF-International recognizes and follows IOC anti-doping rules and documents; WFF recongizes the WADA Anti – Doping Code and European Anti - Doping Convention.
WFF-International will conduct the most stringent and extensive drug testing analyses available at it’s Official Championships. All athletes must submit to a urinalysis test for each contest entered. The results must prove negative.
Competitors will be subject to disqualification from their placement in the competition and loss of their eligibility for competition in future Official WFF-International Championships after they failed urinalyses at drug tested event. Two year suspension.

    ENDING THE YEAR 2007

We are proud to state that today WFF (World Fitness Federation) and WBBF (World Bodybuilding Federation) unite National Organizations and sportsmen representing all Continents with 85 Countries in total.
Different from all other International Bodybuilding and Fitness Federations WFF-International and WBBF-International are officially registered by Law as the International Social Non Profit Sport Organizations.
Most so called “International Bodybuilding and Fitness Federations†are private properties (Companies) belonging to one or two Owners or often they even are not officially registered by Law at all… Sometimes it looks like absurd: a French Supplement Trading Shop calls itself “International Federation†and it organizes annual World Championships.
Working World Wide WFF-International coordinates it’s activities with State Sport Ministries and Olympic Committees of various countries.
During the last years High State Officials were the Heads of Organizing Committees of the WFF-International Events with Ministers and Parliament Leaders among them. Heads of political parties, Vice Speaker of the Parliament Russia, Heads of State and Regional Governments as well as City Majors often were the Honorable Guests at the WFF-International Events.
WFF-International all together with a number of great International Contests has organized 2007 Europe Championships:
    - Europe Amateur Championships, Klaipeda, Lithuania, nearly 400 Athletes from 27 Countries.
    - Europe Professional Championship, Jekaterinburg, Russia, 20 000 US s prize money.
Traditionally Europe Championships are Open letting Teams from other Continents participate too. This year delegations from USA, Australia, Israel, Jordan and Iran were present at WFF European Championships.

the Kingdom of Jordan became the 85-th Country-Member of WFF-International. At the same time WFF Executive Council elected OWUIS MAHMOUD AHMAD ABUMUHEISEN to the Position of the WFF Official in Arab Countries.
National Television Lithuania produced a one hour report from the WFF Europe Amateur Championships and this report was on television a number of times. The huge Klaipėda City Sport Hall with over 1000 seats was full and hundreds of sport fans were waching the contest on foot.
The National Delegation from Poland was as numerous as never. Sportsmen were followed by the Municipal Delegates and Businessmen from the City of Bydgoscz. While Atletes were participating at the competition the Municipal Delegates had a meeting of Friendship and Collaboration with Klaipėda City Administrator.

    WFF and WADA

For the last years National Parliaments of the European Union pay great attention to the Doping in Sport. Governmental Institutions of some Countries underlined that WFF-International still has not joined the World Anti-Doping Code.
In order to join the World Anti-Doping Code WFF-International is in dialogue with WADA from February 2007.

    WFF and WBBF
Joining the World Anti-Doping Code caused various discussions inside the federation. There were different opinions on the matter. It takes definite time to prepare and to decide for all 85 Country-Members.
Wishing to work in tune with WADA, the 2007 International Congress decided:
    - representing “Fit-Kidâ€, Model Fitness and Aerobic Fitness Movements World Fitness Federation (WFF-International) is ready to join the World Anti-Doping Code any moment and informs WADA about it.
    - to register the World Bodybuilding Federation (WBBF-International) representing all other International Sport Movements (Classic Fitness, Bodybuilding etc.).
WBBF-International collects those sportsmen and officials who are still discussing ways to join the World Anti-Doping Code. The final decision of each Country-Member on the matter is to be made in two year’s time.
As a result the 2007 World Championships will be organized this way:
    - WBBF World Amateur Championships, Moscow (Russia), November 10
    - WFF World “Fit-Kidâ€, Model Fitness and Aerobic Fitness Championships, Vilnius (Lithuania), November 17
    - WBBF World Professional Championships, Vilnius (Lithuania) November 18

    Facing the Year 2007

Our life goes on very speedy. Today we have no doubts that WFF-International (World Fitness Federation) is the only one officially registered social no profit seeking International Sport Organization World Wide. All other so called International Bodybuilding or Fitness “federations†and “associations†are registered as private commercial firms or even have no official registration at all though they call themselves “International Federation†or “International Associationâ€.
If we speak serious and officially, National Federations should present in public Registration Certificate and Statute (Juridical Constitution) of their International Sport Organization they represent in their Countries. Then everybody can see clearly that often there is no International Federation at all, just a private commercial trading firm – shop only. It will be an awful situation when Governments and Social Organizations of many Countries will see that they have supported for years a private commercial supplement’s shop which called itself “International Federation†or in another case they have supported an “International Sport Organization†which has no registration at all! It means they have supported just a few private friends who played the game of “International Federationâ€... And they are still paying!
The official registration of an International Sport Federation for sportsmen is not important. They just participate in various contests and nothing more. But it is important when International Federation or even National Federation address the Governments of various Countries asking for support. Then the Governmental Institutions should ask their Registration Certificate and Statute and look whether this is a federation or a private commercial firm or even just a group of friends to make contests and have a good time!
America lives it’ own life. Mostly America is not interested much in what is going on in the World. Well, it makes no harm to anybody. But do not forget that there is active sport life outside America . Not long ago Americans “have found America †in Europe (like European Columbus “have found America †before) – Americans were surprised to learn the history of bodybuilding and fitness that was in Post-Communist Countries (and this is half of the World!!!). Nothing strange – there was “Iron Wall†separating the two Worlds and only little information was passing through. But the history of sport in Post-Communist Countries is real, with real contests, with real athletes.
Yes, there are many good sportsmen in America . But other Continents should not be forgotten too. They have their History of Sport, they have their own Great Names! It is a fact!
A few years ago the dictatorship of one “best, biggest, most beautiful and most clever†so called “federation†ended. New International Sport Units came on the International Sport Stage. These Units have no less ambitions for the future as the “best and biggest†so called International Sport Organization.
Following the decisions of the International Congress WFF-International moves ahead. There are 83 Country-Members in WFF-International today and this figure use to grow constantly. For the last period of time Morocco (President MAHAMMED ZEKRAOUI) and Paraguay (President MARTINES MILCIADES) National Federations joined WFF-International.
Governmental and Social Organizations of many countries support activities of WFF-International. Deciding from many sports the President of the Finish Republic TARJA HALONEN invited TERO LINTUNEN (President WFF in Scandinavian Countries) to the Independence Day’s celebration.
In the period of 2007 – 2008 WFF - International plans to organize big International Events in USA , Mexico , Venezuela , Argentina , Turkey , United Arab Emirates , Russia , Latvia , Czech, Slovakia , Poland , Azerbajdzhan, Austria and Lithuania .
Ending the year of 2006 the Governer of Tver Region (Russian Federation) DMITRIJ ZELENIN supported WFF-International in organizing successful WFF World Amateur Championships (286 athletes from 34 Countries participated in Tver). The sportsmen from South America did very well at this contest.
Ending the year of 2006 in Buenos Aires (Argentina) the official WFF South America Championship was held by the President WFF South America JORGE CEDALE. International Pro Fitness Star MONICA BRANT visited Buenos Aires as well.
Ending the year of 2006 the official WFF North America Championship was held in Mexico City ( Mexico ). Well known WFF-International promoters JUAN CARLOS and his wife ALINA LUCIANO worked in tune with the President WFF North America MICHAEL GLASS and his Vice President MONICA HUERTA.
WFF-International Presidents use to attend International Events of other International Sport Organizations. WFF-International Secretary SVETLANA PUGACIOVA visited 2006 famous commercial „Olympia“ competition in USA. Together with the President WFF North America MICHAEL GLASS they both represented WFF-International at last „Olympia“ giving the new WFF magazine (in English) to all present at the event. They have spoken with the new owner of the private commercial „Olympia“ contest (the previous owner of „Olympia“ JOE WEIDER has sold the contest to another person some time ago).
Some beautiful WFF-International World records still remain unchanged:
    - 2004 WFF World Championships were televised by „Lithuania telekomas“ „live“ in Internet (the prise of it was about 45 000 US dollars)
    - 2005 WFF World Championships collected 742 athletes from 32 countries
    - 2005 WFF World Championships Over All Winners received Genuine Diamonds from „Fabricant Corporation Ltd.“
    - 2004, 2005, 2006 WFF World Championships were supported by the Government Republic Lithuania.
The nearest coming goals of WFF-International:
    - annual WFF Continental Championships (North America, South America, Europe, Asia, Africa, Australia)
    - annual WFF World Amateur Championships
    - annual WFF Pro World and WFF Pro Continental Championships and a seria of „WFF Pro World Grand Prix“ Contests in variuos countries
    - annual „Amber Prix International“ contest (started in 1968)
    - annual WFF-International Trainer‘s and Judges Seminar presenting the participants International Trainers and International Judges Certificates
    - annual WFF-International Congress

    FITNESS – WORLD’S SPORT NO 1

There is no doubt that fitness is sport No. 1 in the World. According the statistics today more than three hundred million people attending fitness gyms are connected with regular fitness physical exercises. We do not mean formal popularity. In case of this ancient fights of gladiators should be counted as the most popular kind of sport: many thousands of people gathered to see the streaming human blood of slaves. And during the fights they calmly had their bread and vine at the same time. No, we mean real physical activities of the real number of people training regularly in fitness gyms.
Why WFF-International (World Fitness Federation) activities are so successful? Starting in the middle of the 20-th century WFF priorities always were the same and still remain unchanged: esthetic symmetric body with “clever†muscular size. Muscles must not be of the extreme size. People attend gyms to be fit and sane, not to become “monstersâ€. Although it is always interesting to see the possibilities of our body to be transformed to the extreme, but we did not came from the Moon and we are human beings! In general fitness exercises are the straight way to total fitness and extreme muscles are only as an experiment with few human bodies only, not more. WFF-International has always been against the extreme transformation.
Today fitness became a part of every day’s life for millions of people world wide and nearly of all well known stars of Show Business and Cinema Actors.
Today there is no any kind of sport which can survive without hard work in a fitness gym.

    OFFICIAL INTERNATIONAL ORGANIZATION

WFF-International is the only one in the World officially registered non profit seeking social International Sport Federation. It has Registration Certificate, Constitution, Judging Rules, Stamp, Flag, Logo, Bank Accounts. All other fitness and bodybuilding federations are private firms of private persons or often they even have no registration at all. Starting to deal with any International Sport Federation (Association) ask the Registration Certificate first. Then you will know who is in front of you. As every commercial firm, such „federations“ or „associations“ are interested in commercial profit first. Sport is not the priority. Especialy it is important now, when European Union has recomanded it‘s members to stop supporting private sport organizations and private sport firms.
The popularity of WFF-International grows every day. More and more countries from different Continents join WFF. Representing all Continents today sixty two countries are the members of WFF-International.
During the year of 2006 the Governmental and social organzations of Slovakia, Bulgaria, Latvia, Russia and Lithania supported WFF-International.
To solve strategic questions WFF-International holds annual International Congress. 2006 WFF-International Congress will be held in July, 2006 in Palanga (Republic Lithuania).
WFF-International organizes annual Seminar for Trainers and Judges, giving them International Certificates. 2006 WFF Seminar for Trainers and Judges was held in January in Daugavpils (Republic Latvia).

    GOVERNMENT’S SUPPORT

Russia, USA, Lithuania, Argentina, Latvia, Poland and Slovakia are playing important role developing fitness world wide. There are definite reasons.
The Headquarters of WFF-International are in Lithuania. During the last ten years being supported by the Governments, these countries have organized a number of big international events.
First time WFF World Amateur Championship (Palanga, Republic Lithuania) Government supported in 1998. That was the first great International WFF event to point out the future international goals. Though WFF contests were televised many times (as well as by “Eurosportâ€), 2004 WFF World Amateur Championship (Vilnius) first time was “live†in internet. 2005 WFF World Amateur Championship collected unbelievable number of competitors – 742 from 32 countries! The Over All Winners of 2005 WFF Amateur World Championships world wide famous “Fabricant Corporation†awarded with Genuine Diamonds. Five times WFF World Champion JOLANTA MILERIUTE received personal award from the President Republic Lithuania VALDAS ADAMKUS.
Evaluating the importance of fitness to the development of sport and physical culture world wide, the Government Lithuania decided to support 2006 WFF Pro World in Vilnius too (Government’s Decision Act No. 381, dated April 19, 2006). The Head of the Organizing Committee of WFF World Championships is the Minister of Defence Republic Lithuania GEDIMINAS KIRKILAS.
Governmental and social organzations of the Russian Federation has been supporting WFF-International for years. The Vice Speaker Parliament Russian Federation, the Representative of the President Russian Federation and other High Officials were present at WFF-International events hold in this country. During the last period of time a number of great international events were held in Russia. That were the 2003 WFF World Amateur Championships, 2005 WFF Professional World Chmpionships, three WFF European Amateur Championships (2002, 2004, 2006).
On the international map of sport the role of the Republic of Latvia is seen too. WFF Latvia have organized two WFF Europe Amateur Championships (2000, 2005) and 2006 WFF Europe Grand Prix contest.
Governmental and social organzations of the Latvia Republic are supporting WFF as well. In April 2006 WFF-International Presidents visited the Prime Minister Republic Latvia Mr.AIGARS KALVITIS and the Heads of the Olympic Committee Republic Latvia and the Ministery of Sport Republic Latvia. Positive decisions on the development of fitness in Latvia were made.
Visiting the International Fitness Contest in the Republic of Poland (April, Bydgosczcz) the WFF-International President EDMUNDAS DAUBARAS was awarded by the high sport officials of the Poland Republic.

    FITNESS TODAY
Nobody can neglect the evident crisis in the sport of bodybuilding. Most International Federations are fighting inside and in between. Most of them split.
At the same time the growth of WFF-International is evident.
During the last months a number of world wide well known persons addressed the WFF-International to represent WFF in USA.
After JOE WEIDER sold his private “Olympia†contest, one of “Olympia†organizers MICHAEL GLASS joined WFF. MICHAEL GLASS was elected to the WFF USA President’s position. The 2006 WFF-International Congress approved him to represent WFF-International in all North America Countries.
Developing WFF in USA a number of well known persons supported MICHAEL GLASS. Among them LOUIS ZWICK (the organizer of many famous international events), WAYNE DE MILIA (ex IFBB – International Federation of Body Builders - Pro Director), ROBERT KENNEDY (famous sport writer, the publisher of a number of sport magazines).
Being not occupied with “Olympia’sâ€, MICHAEL GLASS decided to organize the “Show of the Shows†next year in California. That will be WFF professional contest “World against USAâ€.
At the same time WFF-International goes on with it’s activities in the South America Continent too. In May WFF President for the South America countries JORGE CEDALE have organized a big international WFF show in Buenos Aires (Argentina). This contest was the first official WFF competition in the Continent.

    WFF-INTERNATIONAL EVENTS

Every year WFF-International holds Amateur World and Continental Championships, Professional World and Europe Championships. Governments support only World and Continental Championships, as only that are the official ones in every kind of sport. All other contests like British NABBA “Universeâ€, WFF “Amber Prix International†are the ordinary competitions, they are not official and they are not recognized and supported by Governmental Sport Institutions of any country. The most high ranking in non Olympic sports has World Championship, then goes Continental Championship and only then follow other contests.
At the same time “Universe†of NABBA UK and “Amber Prix International†of WFF are the two oldest still running international contests world wide and we are proud of it.

    WORLD FITNESS FEDERATION

Historically started in 1968 beginning from 1998 WFF (World Fitness Federation) is the officially registered International non profit public Sport Organization. It is registered under the name WFF World Fitness Federation.
WFF-International has the Registration Certificate, Logo, Flag, Stamp, Bank Accounts, Constitution and the Judging Rules.
WFF-International organizes annual World and Europe Championships as well as a number of other International contests. Today WFF-International is represented in over 60 countries.
2005 WFF Europe Amateur Championship was held in Riga (Republic Latvia). It collected over 400 athletes.
2005 WFF World Amateur Championship was held in Vilnius (Republic Lithuania). Supported by the Government of Lithuania it collected over 700 athletes from 32 countries. The head of the Organizing Committee was Mr.Gediminas Kirkilas (Minister of Defence Republic Lithuania).
In 2004 WFF-International set the WFF Professional Athlete’s Division. Only WFF Europe and World Champions can receive Pro Cards and become Pro Athletes. WFF-International organizes World and Europe Championships for professional athletes as well. 2005 WFF World Pro Championship was held in Moscow (Russia).
